The Residency Review Meeting is a formal proceeding which involves the review of the non-resident decision to be completed by the Residency Review Committee. The student and Residency Classification Officer (RCO) present evidence under oath to Residency Review Committee Members. The review meeting offers students a final opportunity to present their case in support of an Arizona resident decision. The review meeting also allows the Residency Classification Officer (RCO) to present a review of their non-resident decision. The Residency Review Committee is responsible for rendering a final decision in accordance with Arizona State Statutes and Board of Regents Policies and cannot grant exceptions.
Scheduling Process
Review meetings are scheduled based on the days and times students indicate they are available on the Request for Residency Decision Review form.
Scheduling notifications are sent to the students’ official University of Arizona email address at least 7 business days before the meeting.
The notification will include the residency review date, time, and Zoom meeting room link.
Once the meeting is scheduled with committee members, we do not reschedule, unless the student can provide a doctor’s excuse.
A scheduled residency review doesn't exempt you from other deadlines or obligations.

Committee Members
The committee members are appointed by the University President for a term of one fiscal year. Members may include representatives from the faculty, administration, staff, professionals, and student body of the university. Each review meeting will have a designed chairperson. Residency Classification Officers cannot serve as members of the review committee. Only Residency Review Committee Members are allowed to vote towards the final residency decision.
Student Participation
The student has the right to appear and may be represented at the hearing by an advisor or legal representation at the student's expense. The student must notify the Office of the Registrar in advance if they bring an attorney. For an advisor, parent, or legal representative to be present at the meeting, the student is required to complete a release of information prior to the scheduled meeting. If the student does not attend, the meeting proceeds in absentia based on available documentation, as the meeting cannot be rescheduled.
Committee Process
The Residency Review Committee will review documents submitted to the Office of the Registrar regarding residency classification prior to the scheduled meeting. Documents include original submission form; all submitted supporting documentation and all written communication between the student and the Residency Classification Officer (RCO). During the meeting, the committee may ask questions specific to the students’ circumstances. The committee will also hear any relevant evidence which the student or the RCO wishes to present. The Residency Review Committee is responsible for rendering a decision in accordance with Arizona State Statutes and Board of Regents Policies and cannot grant exceptions.
Decision
A final decision may be made either immediately or within 10 business days following the meeting. Written notice of the final decision is sent to the students’ official University of Arizona email address.
Outcomes
Resident: The student’s residency will be updated to resident for tuition purposes.
Non-Resident: The student will remain a non-resident student for tuition purposes. The committee's decision is final with no further university procedures available.
